What is the PHASA Two-Tier Membership System

NEW TWO-TIER SUBSCRIPTION POLICY

IMPORTANT: PLEASE READ CAREFULLY

  1. At the 2012 PHASA AGM it was resolved, by unanimous vote of all those present, to adopt a policy in terms of which full membership subscriptions will henceforth differ for Outfitters and for those members that are Professional Hunters only. In terms of the resolution, subscriptions for the 2013 financial year (with effect from 1 December 2012) will be as follows:

Outfitters:                                              R2, 750 (incl VAT)

Professional Hunters:                       R950 (incl VAT)

  1. In terms of the new system all full members will receive a pro forma invoice for the amount due by outfitters, i.e. R2, 750 (incl VAT). PH’s are required to submit the affidavit attached to their pro forma invoice together with their payment where after an amended final invoice for the lower amount and membership card will be sent to them. Upon receipt of payment from an Outfitter his pro forma invoice shall be deemed to be his final invoice.

EXPLANATORY NOTE: RATIONALE FOR TWO-TIER SUBSCRIPTIONS

  1. During 2012 the Exco conducted an in-depth analysis of the composition of PHASA’s membership, particularly with a view to determine the number of members that are outfitters and those that are professional hunters only.
  1. The Exco also analysed PHASA’s activities/functions, and the expenditure and income (as per the 2013 Budget) associated with such activities/functions, in order to determine which of those could be attributed or apportioned to outfitters and professional hunters respectively. See the concise summary of the analysis below:

 5.      The following is apparent from the analysis:

5.1      Approximately 75% of PHASA’s activities/functions serve the needs of our Outfitter members – our expenditure follows this trend.

5.2      In terms of a uniform subscriptions structure only 68% of income will be derived from Outfitters whereas, 76% of income will be derived from Outfitters in terms of the new two-tier system.

5.3      In terms of the two-tier system there is thus significantly more parity between expenditure and income attributable/apportionable to Outfitters and PH’s respectively. The new system therefore makes more business sense.

  1. The 2012 AGM also identified the following advantages of the new system:

6.1      More affordable subscriptions for our PH’s (whom are our future Outfitters) is a potential key driver for the growth of PHASA;

6.2      The new PH subscriptions will enhance PHASA’s competitiveness in the market place and prevent fragmentation in the industry;

6.3      It will go a long way to dispel the perception that PHASA is an “Outfitter Association” only.
